The “2.54mm Pinout Inch means can be inserted directly into the breadboard or connected using standard DuPont wires.
The “1.27mm Inch mark is a pin that is less commonly used or inconvenient to manually wire. It is usually used during patching, or it can be used with a 2.54 pin to offset half of the needle position.
